Помогите, пожалуйста, разобраться в том, как работает кусок схемы, которую я выделил красным. Я так понял, что это усилитель, но как это работает не понимаю

А что на том сайте, откуда вы эту схему выдрали, ни слова о схеме нет?

Лень шариться по сайту, но это может быть счётчик импульсов, частотомер или что то в этом роде.

А этот клок схемы формирователь прямоугольных сигналов для схемы измерителя вон в том прямоугольнике.
